Veto AB 103
I stand with Firearms Policy Coalition in opposition to AB 103, the "public safety" budget trailer bill. This bill would establish a new crime and new firearms prohibition against owning, purchasing, receiving, possessing, or having under his or her custody or control a firearm or ammunition if the person has a felony warrant or a prohibiting misdemeanor warrant. Due process demands that a person first be convicted of an alleged crime before their rights based on that crime are taken away by the state. No one should lose their constitutionally enumerated rights, merely because a warrant has been issued for an alleged violation of law. Worse, this measure creates a new crime based solely on the accusation of a different crime, with no notice or opportunity to comply or disposes themselves of the firearms. This is a dramatic and inappropriate policy change to state statute, using a budget vehicle to do it. A reasonable nexus to the state budget cannot be justified. It is not a budget issue and deserves to heard in the appropriate policy and fiscal committees. Please veto this measure
